Find your water report, then buy the right filter
The single most decision-relevant fact in this category is free, published annually, and specific to your address. Almost nobody looks it up, and almost no roundup asks them to.

Every community water system in the US must publish a Consumer Confidence Report each year. Open it, find the section headed Disinfectants and Disinfection Byproducts, and read whether your supply uses free chlorine or chloramine. That answer changes which filter media will work for you.
This page is a decision guide, not a lookup tool. We hold no municipal water dataset, we will not build one, and we will not pretend to — a site that types your ZIP code into a box and returns a confident answer it cannot source is doing the thing we spend the rest of this site arguing against. What we can do is show you exactly where the real answer lives and what to do with it.
Step 1 — find the report
- Search your water utility's name plus "water quality report" or "CCR". Most utilities put it one click from their homepage, usually under a Water Quality heading.
- Not sure who your utility is? It is named on your water bill. Renters whose water is included in rent can ask the building manager, or search the town's name plus "water department".
- Or use the EPA's CCR locator, which indexes reports nationally. It is not exhaustive but it is a good second try.
- On a private well? No report exists. Nobody tests your water but you — skip to the well section.
Step 2 — read the right section
A CCR is a dense document full of tables you do not need. You are looking for one heading, usually called Disinfectants and Disinfection Byproducts, or sometimes just Disinfection. Two things live there.
- The disinfectant residual. It will be listed as chlorine (sometimes free chlorine, or chlorine residual) or as chloramine (sometimes chloramines, or total chlorine when chloramine is in use). This is the answer you came for.
- The disinfection byproducts. Usually TTHM (total trihalomethanes) and HAA5 (five haloacetic acids). These are what chlorine forms when it reacts with organic matter in the water, and they are regulated because they are the health-relevant part of chlorination.
While you are there, note the hardness figure if the report gives one — it usually appears in a secondary table as mg/L as calcium carbonate. That tells you whether your problem is actually hardness rather than chlorine, which is a different purchase entirely.
Step 3 — route on the answer
Why this routing does not exist anywhere else
We surveyed the roundups ranking for this category's main terms. Every one of them recommends a single best filter to every reader. Not one asks which disinfectant the reader's utility uses before doing so — despite the fact that the difference between free chlorine and chloramine determines whether the recommended media works at all.
It is not an obscure distinction either. Roughly a fifth of American water systems use chloramine, and the certification most of the category advertises against explicitly does not evaluate performance in the presence of chloramines. A reader on chloraminated water can buy the highest-rated, fully-certified product on any of those pages and get a restrictor.
Private wells
If you are on a private well there is no report, because no regulator requires one. The EPA's private well guidance is the starting point: it recommends annual testing for coliform bacteria, nitrate, total dissolved solids and pH, plus anything locally relevant such as arsenic, iron or radon.
For shower purposes the relevant results are iron, hydrogen sulfide (the rotten-egg smell), sediment and hardness. Chlorine and chloramine are almost never present, because nobody is dosing your well — which means most of this category's marketing does not apply to you at all. A note on what a shower filter can and cannot do with this information
Knowing your report does not make a shower filter more powerful. It makes your purchase correct. NSF/ANSI 177, the only standard written for this product class, covers free available chlorine reduction, material safety, structural integrity, flow rate and literature — and it is explicitly not a health effects standard. Nothing you find in your CCR turns a shower filter into a treatment for a regulated contaminant. What it does is stop you buying the wrong media.

Chlorine test strips measure total and free chlorine, and the difference between them indicates chloramine. It is a reasonable cross-check; the report is the authoritative answer and it is free.
