The short answer
No shower filter softens hard water. Water is inside a shower head for roughly 0.10 to 0.14 seconds — far too short for the ion exchange that removes calcium and magnesium. What a good filter does do is reduce chlorine and disinfection byproducts, which is a real and separate benefit for hair and skin.
Hard water is dissolved calcium and magnesium. You notice it as scale on the shower head, soap that will not lather, a film on the skin after towelling off, and hair that feels rough and snaps at the ends. Every one of those is a genuine complaint, and the category that markets to it is enormous. The problem is that the marketing and the chemistry point in different directions.
Removing hardness minerals means swapping the calcium and magnesium ions for sodium or potassium ones across a resin bed, and that reaction needs contact time measured in seconds. PICKI NIKI, which sells filters and therefore has no reason to undersell them, publishes a residence time of 0.10 to 0.14 seconds inside a shower head at 7.5 liters a minute, and notes that standard activated carbon needs 25 to 40 seconds of empty-bed contact for chlorine alone. A puck the size of a fist, at shower flow, is two orders of magnitude short of what softening would require.
That is not a theoretical objection. When WaterFilterGuru ran its own bench tests across the category, it reported that none of the shower filters it tested reduced water hardness, despite several marketing claims to the contrary. The Weddell Duo measured 125.59 PPM hardness after filtration; the Afina left it at 251 PPM, unchanged. We did not run those tests and we do not claim to have. We are citing them because they are the only measurements of this question we could find, and because the party that published them is the strongest competitor in this SERP.
So what is actually going on with your hair and skin?
Two separate mechanisms get blurred together, and separating them is most of the value of this section. Hardness itself has a measured effect on hair: Luqman and colleagues, publishing in the International Journal of Trichology in 2018, treated hair with deionized water and with hard water and measured tensile strength on a universal testing machine. Mean strength fell from 255.49 in the control to 234.16 after hard water, a statistically significant drop, while deionized water produced no significant change. Hard water weakens hair and increases breakage. That is a real finding and a shower filter does not address it, because a shower filter does not remove hardness.
Chlorine is the other mechanism, and it is the one filters actually work on. Chlorinated water is oxidizing, and oxidation is unkind to the disulfide bonds that give keratin its structure. Reduce the chlorine and you remove one stressor from hair that is already being mechanically stressed by a hard-water film. That is a defensible reason to own a shower filter in a hard-water house. It is not the same as softening the water, and no honest page should let the two blur.

There is a version of this decision where the filter is still the right purchase. Softeners cost a great deal more, most renters cannot install one, and a softener does nothing at all about chlorine. If your water is both hard and chlorinated — which describes most municipal supplies in hard-water regions — then a filter is solving the half of the problem that is solvable at the shower arm, and it is worth having on those terms. Buy it for what it does.

Stage counts used as a substitute for a media list
The iSpring SF2S advertises 33 stages and 18 media types and names two of them. A stage can be a mesh screen. Ask what the media is, not how many layers there are.
They help with the chlorine that usually accompanies it, not with the hardness itself. Independent testing found no shower filter reduced hardness. If scale and lather are your complaint, you are looking at a softener.

None that we could find any evidence for. Removing calcium and magnesium requires ion exchange with seconds of contact time; a shower head gives about a tenth of a second.
+ Is a shower filter worth it if my water is hard?
It is associated with breakage rather than with androgenetic hair loss. A 2018 tensile-strength study found hard water significantly weakened hair. That is damage, and it is not the same thing as pattern hair loss — the full evidence is here.
+ Will a shower filter stop limescale on my shower head?
No. Scale forms from the calcium and magnesium that the filter leaves in the water. It will keep forming, on the filter housing as well as on the head.
